VOCE is developing a regional cooperation pathway with a clear purpose: help turn identified health needs into projects that institutions, foundations and technology providers can assess and support. Each project begins with a local institution, its clinical priorities and the resources required to sustain delivery.
The four countries define the intended regional scope. Hosting institutions, budgets, responsibilities and deployment timetables are to be agreed project by project.

Read the brief →These summaries draw on VOCE’s Medical Impact 2030 and institutional-financing working papers. Detailed papers and financial assumptions are available for institutional discussion on request.
Working papers: Medical Impact 2030 and Expanded 5-Year CAPEX/OPEX & EU Finance, revised 19 October 2026. Proposed programmes; financing and institutional arrangements remain to be agreed.
A contribution can finance a defined project, provide a specific capability or connect the people needed to make delivery possible.
Discuss project funding, independent scientific education or clearly defined patient-navigation and social-support needs.
Propose equipment, demonstration loans, technical assessment, installation, training or a sustainable service arrangement.
Define local priorities, clinical leadership, professional education and the conditions for an institutional pilot.
Document the local need and identify the institution and responsible team.
Agree the clinical scope, proposed technology, full budget and implementation needs.
Identify suitable funding, equipment and expertise; document each contribution.
Proceed under agreed institutional responsibility and report the use of funds and project results.
VOCE’s role is to develop cooperation, assemble evidence, coordinate contributors and support funding applications. Clinical decisions and treatment remain with the qualified professionals and institutions responsible for care. Funding relationships should be transparent and preserve scientific independence.
